There are now 1.3M Android device activations per day, as of today. About 70,000 of those device activations per day are tablets. The installed base of Android devices is about 480M as of today.

    Do they just count the number of "first-time" android setup routine ? Since that routine is executed everytime someone resets the phone or uses a different ROM.

    As far as I know, there is no hardware level "first-time" bootup routine, everything else that is running may as well be wiped and ran again for the "first-time".

    They use the IMEI of the phone (or some other ID) to count them only once.
