From the news page:
f you notice Portal 2 updating today, don't be alarmed: it's only because you're getting the new Portal 2: Peer Review DLC for free.

Can you get the DLC if you bought the game as a disk?

All valve games require steam install and registration. You would get the DLC through Steam. Likely automatically assuming steam is running.
